This works by simple proximity, all you need to do is fly to within 150m of it for fuelling to begin. This should cover all but the biggest of ships, which will need more fuel than the satellite can give and should have enough space to carry their own damn fuel anyway!

Due to a bug with the trunk of Oolite v1.72.2 (partially cured in v1.73), player ships featuring turrets (e.g. the [[Caduceus]]) cannot use the Fuel Stations (they explode when they try to fly into them). Due to this the Fuel Satellites were introduced as an alternative in some cases, and OXPConfig or script adjustment can be used to restrict appearance to satellites only.
