Some generally thoughts:

1. This device is only sold on high-tec planets
2. No fresh and new commander will buy this device before she/he has got better weapons and shield enhancers, because of it's price
3. Experienced commander can decide if they need it or not. And they know if they can use it and under what conditions they should not.
4. If a player has got a lot of money and don't know what to do with it, he can spend his money and gets a nice feature. And that again and again, because it's just a 20 days licence.
5. Using the SYSTEM_DATA_SCREEN is a working option, because the player has to step away from seeing what is happening and nowbody will do this if situation is going to be worse.
