I've can confirm that, in Frontier, closer to the center of the galaxy there are inhabited systems. I managed to get there by jamming up my hyperdrive. Another effort to get there by conventional means had my python disintegrate from neglect.

I haven't managed to reach the galactic core though, so cannot confirm the rumour of a wormhole.
